Shifting Requirements for Village Increases in Levels

(Above, I completed EVERY Mission... the request total was 12 but as soon as I finished the 12th, it changed to 15!)

In my first game, I did not play efficiently.  I started a new game where I achieved all goals as quickly as possible.  After that, instead of starting yet another game, I returned to the first one.  Nothing is wasted after all in Guardians of Azuma.

I did not pay attention to Village Missions, however in this game.  By the time any village reached Level 10, it was Winter.

Now here is a curious and rather annoying change that occurred:

I had every Village at least at Level 9 before the end of the first year.  Summer was at Level 10.  All I needed to reach Level 10 in Spring was to hold 1 Contest.  That is all I need for Autumn as well.

I had scheduled a contest.  It was supposed to occur in a few days.  Luckily I looked at the Calendar the day before the Contest because there was no longer a contest scheduled!
I have reinstated it for tomorrow, but what is going on?  I have delayed any proposal of marriage in order to complete the contest requirement first.

Even more bewildering is the Winter Mission List.
Originally, what I lacked was the following:
100 Leeks
100 Pink Bellflowers
100 Blue Crystal Flowers
Hold 1 Contest

I had completed the requirenent for 6 personal requests.

Now the requirements all have changed to:
Complete 9 personal requests
Harvest 300 Leeks
Harvest 300 Pink Bellflowers
Harvest 300 Blue Crystal Flowers

Why?

Do the totals increase if you enter Year 2 without completing them?

No, it is worse than that.  Yesterday, after winning a contest in Autumn Village to reach Level 10 there, the Winter Village requirement still was 9 requests.

I completed the 9 and today the requirement just increased to 12.

Why?

It seems a bit sadistic, like an ever receding tideline.

After venting my frustration, I had performed ALL the Missions finally by winning the Freshwater Fish Frenzy and was poised to see Fubuki when, lo and behold, the Request requirement increased to 15!

April 2026:  I am playing another game and here I defeated Minoshi Habaki and returned to Azuma.  Not married, although I could propose and be accepted.  All villages effortlessly reached Level 9.

I think the shifting requirements occur between Level 9 and Level 10.  As far as some Crops are concerned, I see a requirement to harvest 100 until I do so and then it shifts to 300 instantly.

Looking at all the Crops that are included in Village Missions now, it seems that it begins with a requirement to harvest 50, then 100 and finally 300.  I expect each milestone has a point value but you probably cannot increase Village level to 10 without 300.

Hometown Proud Situation

The Summer Village is the shopper's Mecca.  I had tossed out a villager in Autumn and received a new resident who was Cheerful, very productive but Hometown Proud.  I sent him to Summer to place him at the Izakaya there but was unable to do so as it was greyed out now!  I had to move a villager from the ice cream shop and put this old man there instead!  Why?  What I wonder is if his production level will decline sharply because he was forced to move.

And sad to say, the 15th Request for Winter increase to Level 10 is ftom Fubuki demanding two Taimen.  They are fairly rare, usually requiring rain.  I believe I caught them in the Autumn River in my other game.

Crop Levels

In one of my first games, I am on my third Fate using the Orb.  There is very little left unfinished now but one element that frustrates me is the continuing lower levels of seeds sold art the Flower Stall.  I shall visit all the sources for Crop seeds and confirm what they are now, but I do not understand why the levels of the seeds being sold at the Flower Stall do not increase.

The seeds in my Storage all are Level 9 now so technically it should not matter but it is a little mystery I would like to solve.  

Despite the fact that I lack nothing in my new life with Kurama and a son named Kai-San who is more like Kai than Kurama, I chat quickly with both son and father at 6.00 a.m. and then warp to each of the four villages myself to tend to the fields.  Someday I will try to find better employees but right now, I usually use the sword to harvest and the parasol to water.  I then take Level 9 seeds from my backpack and plant whatever still is at lower levels in the shops.

My unproven theory now is that crop upgrades in the shops stop at the point when all four villages reach Level 10.  After all, any and all assessment of stats ceases.  You can change anything you wish and your village remains at Level 10.  Is the answer as simple as that?
