​Completing the Pescapedia is one of the Pure Azuma Quests.  Showing it to Watarase periodically gives you rewards.

Once again, as in another fate, I caught my last entry, Gibelio in the small fishing area in Gale Pass.

I think now you really need the best rod to complete the Pescapedia and it is pointless to keep trying if you have not caught enough different species to receive it from Watarase.
